I disagree with the editor that operating hundreds of, patients in a rural setting without basic facilities should be banned. Basic facilities is a relative term, a basic facility in USA may be a luxury in India, we are to look for so called basic facilities as relevent to our actual rural set up.

Legal control is necessary but only to discourage quacks from entering the field. Any qualified ophthalmologist should be on the other hand encouraged by the authori�ties to set up rural eye camps. But actually in the present set up these legal controls can be used to discourage ophthalmologists from operating in camps if they do not happen to please the local health authorities.

One word about voluntary social organizations, they are doing a wonderful job and those organizations who have proved their worth in the field should be further involved in the programme by the local health authori�ties and should be given top priority to organize eye relief camps.
